Mr. Zubair Ahmad - Chief Executive Officer / Executive Director
Mr. Zubair Ahmad is a dynamic development professional with deep-rooted experience in public health, child protection and leadership program across Pakistan. His vision, versatility and vast network have been instrumental in shaping the D-SIGN as a responsive and forward-thinking organization. Over his career, he has held senior roles in the Ministry of Health, National TB Control Program, National AIDS Control Program and served as Advisor for DAI-Fleming Fund - UK. He was key the architect behind the establishment of the Child Protection & Welfare Bureau in Punjab. Mr. Zubair’s leadership style combines strategic vision with hands-on execution are remarkable. He has represented Pakistan in various national and international forums.
Dr. Shaukat Mahmood - Executive Director Health Sector Lead
A renowned pediatric surgeon and institutional leader. Dr. Shaukat Mahmood brings unmatched expertise in health systems and child protection. His knowledge in medical sector and relevant administrative experience have been vital in elevating the D-SIGN’s health care portfolio. He has served as Vice-Chancellor of the University of Health Sciences, Lahore and Principal of Allama Iqbal Medical College. His health and medical experiences comprised over a period of 38 years led to the creation of the Child Protection and Welfare Department in Punjab. Dr. Mahmood chaired the COVID-19 expert advisory group and regularly appears in media to advocate for children’s health and safety.
Dr. Qazi Mujtaba Kamal - Director & Public Health Advisor
Dr. Kamal is a distinguished public health policy expert having over four decades of experience in leading government and multilateral health programs. His insight into health systems, especially in context of women and children’s health, gives D-SIGN a solid strategic advantage. He holds MBBS and M. Phill. degree in Pathology with further training on the subject from Harvard University. His leadership spans across roles such as Deputy DG at the Federal Health Ministry, National AIDS Control Program Manager and Joint Secretary at the Ministry of Inter-Provincial Coordination. Dr. Kamal is also a seasoned representative at global health platforms including the World Bank and international AIDS conferences.
Dr. Rizwan Junaid - Director Capacity Development and Research
A seasoned academic and consultant. Dr. Rizwan Junaid leads D-SIGN’s in various forum for training, research and institutional strengthening. His passion for organizational psychology and talent development is evident in every engagement. Having a professional experience of over 20 years Dr. Junaid has trained executives across major public, private and development sectors in Pakistan. He has numerous research articles in his credit and the author of three books on the relevant subject. He has managed over 500 certified projects. His strengths include strategic planning, leadership development and quality assurance.
Dr. Fazli Hakim Khattak - Executive Director Research and Policy Engagement
Dr. Khattak is a research-driven policy expert known for his work with national and international institutions. His academic expertise and experience in governance made him a key figure in D-SIGN’s research and advocacy. He has held impactful roles with WHO, UNHCR, USAID, and the Ministry of Industries, while also supervising post graduate and P.hD. Thesis. His active participation in conferences and policy forums both in Pakistan and abroad enriches the organizational strategic direction of D SIGN.
Dr. Faisal Rifaq - Director, Health Financing and Insurance
Dr. Faisal Rifaq is a health systems and financing specialist with wide-ranging experience in social protection, health insurance, and donor-funded programs. His pragmatic leadership complements the operational strength of D SIGN in health services. Currently, he is serving as CEO of the Prime Minister’s Sehat Sahulat Program. In the past, he has worked with Greenstar, WHO, and multiple governmental and non-governmental health initiatives. He brings a solution-focused approach and a sharp eye for policy execution.
Mr. Khalid Rizwan Malik Director, Finance & Audit / Company Secretary
A financial expert with a global perspective. Mr. Malik brings over 30 years of leadership in financial governance, audits, and donor compliance. His strategic financial planning skills ensure robust oversight at D-SIGN. He is a Chartered Accountant and Certified Financial Consultant, having worked with WHO, The Red Cross, and the Global Fund. Mr. Malik has also provided consultancy services to federal and provincial government and holds certifications from top financial institutions.

Dr. Shaheed Khan - Consultant & Advisor
Acquired his Doctorate Degree from The University of Manchester - UK in 1990 and rendered an honorable service in government sector comprised over a period of thirty years. He is a seasoned Material Scientist and have accomplished various projects of essential and conventional nature which have proved to be the Centre of Excellence in the development sector of the relevant field. At present Dr. Shaheed Khan is attached as Consultant / Advisor and looking after the issues of various assignment running under the umbrella of D-SIGN.
Mr. Rauf Chaudhary - Senior Advisor Governance & Oversight
Mr. Chaudhary is a former Federal Tax Ombudsman with decades of service in promoting transparent, fair and responsive governance. He offers D-SIGN invaluable advisory on institutional accountability and public administration. His role was pivotal in addressing tax mal-administration. He continues to guide D-SIGN on legal compliance, citizen-centric governance and system strengthening.
Mr. Furqan Bahadur - Senior Advisor Institutional Development
With a rich career in Civil Service, Mr. Bahadur is a respected former Federal Secretary known for institutional reform and policy coordination. He brings strategic insight to D-SIGN’s inter-agency partnerships. Serving as a principal advisor in various ministries, he has led the development and implementation of policies across multiple sectors. His administrating strengthens with regard to the D-SIGN’s engagement with government and donor partners are instrumental.

Dr. Mehmood Shaukat - Health Systems Advisor
Dr. Mehmood Shaukat is a seasoned pediatric surgeon and academic expert on medical science with a long-standing commitment to the child protection and health care reform. His leadership strengthens with technical excellence in D-SIGN’s health care programs and deep institutional insight. A graduate of King Edward Medical University and FRCS from UK. Dr. Shaukat has served as Principal of Allama Iqbal Medical College and currently engaged as a senior pediatric surgeon. As Vice-Chancellor of the University of Health Sciences – Lahore he continues to shape the medical education and healthcare delivery in Pakistan. His role in launching child protection frameworks and chairing the COVID-19 Expert Advisory Cell adds critical value to D-SIGN’s public health agenda.
Dr. Fakhra NaheedTechnical - Advisor, Health Systems (KPK)
Dr. Naheed has got an experiences of over 30 years of public health and development experience particularly in maternal and child health. Her regional expertise and project leadership in Khyber Pakhtunkhwa (KPK) greatly enhance the D-SIGN’s provincial health outreach. She holds MBBS, MPH and an Executive MBA, worked extensively with JHPIEGO, Ministry of Health, TB Control Program, and UNICEF. Dr. Naveed’s portfolio includes facility-based service delivery, policy development, and technical consulting in complex health projects.
Dr. Bashir Ahmad Siddique - Senior Consultant Immunization & EPI
Dr. Siddique is a veteran public health professional who has dedicated over three decades to immunization programs and disease control. His extensive knowledge in EPI and hepatitis prevention is pivotal to D-SIGN’s national health projects. A graduate of Nishtar Medical College and Sarhad University, he served as Director Health Services EPI Punjab and a Technical Officer for WHO. He also led the Prime Minister’s Hepatitis Control Program, contributing to disease surveillance, MIS development and monitoring various systems across Punjab.
Mr. Changaiz Khan Gichki - Provincial Head Baluchistan
Mr. Gichki is a senior public health administrator with a rich portfolio in health governance, hospital administration, and strategic planning in Baluchistan. His leadership enables D-SIGN to implement culturally responsive health programs in the region. As a former DG Health and Additional Secretary - Technical, he has led key provincial initiatives and managed Sheikh Zayed Hospital in Quetta. He has represented Baluchistan in several international health forums and consistently contributed to the primary health care development.
Dr. Feroze Din Memon - Provincial Head Sindh
Dr. Memon as a health sector leader has led large-scale health initiatives across the province of Sindh. His management experience and policy acumen make him a valuable guide and operations in the province for D Sign. He has held the senior roles including DG Health Services Sindh. Provincial Coordinator for Family Planning and Deputy Project Director for Health Care Development Project in Hyderabad. His vast services record also include leadership in psychiatric and maternal health facilities.
Dr. Syeda Zahida Sarwar - Senior Program Advisor MNCH
Dr. Zahida Sarwar is a health systems expert known for her strategic oversight of maternal and child health programs. Her experience on the subject is very much supports for D-SIGN’s to focus on integrated reproductive and child health solutions. She has worked with the MNCH Program, Health Promotion Unit (CIDA) and Strategic Planning Units across Punjab. Her leadership roles include Program Director and Executive District Officer Health.
Dr. Shahnaz Naseem - Technical Advisor Communicable Diseases
Comprised over a period of two decades of experience Dr. Shahnaz has led major communicable disease programs at provincial and district levels. She plays a critical role in D-SIGN’s vector-borne disease control and out-break response planning. She has served as Director of Communicable Disease Control Program Punjab and held multiple administrative health roles including CEO Health Lahore and MS of major DHQ and THQ hospitals.
Dr. Samina Jahangir - Reproductive Health Program Advisor
Dr. Samina Jahangir is an expert in women’s health and reproductive care with a strong background in program designing, TB control and documentation. Her strategic focus gives strength to D-SIGN’s in reproductive health services. She has been Deputy Program Manager for TB Control in Punjab and Project Director for the Lady Health Workers Reproductive Health Program. Her planning and implementation skills have proved as a transformative effect on public health initiatives.
Ms. Sameen Abbas - Technical Associate Pharmacy & Public Health
A diligent clinical pharmacist and academic intellectual. Ms. Sameen Abbas contributes to D-SIGN’s pharmaceutical services and community health initiatives. Her dual role in academia and practice enriches our technical operations. She holds a Degree of D. Pharm and is pursuing a Ph.D. the studies from Quaid-i-Azam University. Her previous affiliations include PIMS Hospital, Akram Pharmacy, and Lecture Ships at BZU and ISP Multan.

An academic and prolific researcher. Dr. Farkhanda Manzoor brings scholarly leadership to D-SIGN’s research arm. Her work focuses on advancing evidence-based solutions across health, education and social development. She has published over 100 research articles in international journals and served as Vice Chancellor of Lahore College for Women University. With more than 37 years of experience in higher education, Dr. Farkhanda is a mentor and a driver of many of the applied research initiatives.
Dr. Nasir Javed - Senior Urban Governance Advisor
Dr. Nasir Javed is a veteran development strategist with over 32 years of experience in governance, public policy, and municipal systems. His leadership enhances D-SIGN’s work in urban development, data systems, and research-driven reforms. He founded and led The Urban Unit, Premier Public Sector Punjab think tank and has worked with ADB, JICA, UNDP, and USAID. His areas of expertise include sanitation, land use, municipal finance, and institutional reform. Dr. Javed continues to support strategic programming with research-based insights.
Mr. Mujahid Hussain - Health Economist & Research Associate
Mr. Hussain is a health economist and researcher known for his data-driven insights and qualitative research acumen. His skills are vital for D-SIGN’s monitoring, evaluation, and policy research activities. Holding an M.Phil. in Health Economics, he has led numerous studies on maternal and child health, rural development and marginalized communities. He is proficient in SPSS, Excel, and participatory methodologies, producing actionable insights through high-quality reports and policy briefs.

Mr. Amir Khattak - Senior Advisor Skills & Institutional Reforms
Mr. Amir Khattak is a seasoned Civil Servant and development leader with vast experience in education, agriculture, skills development and planning. He supports D-SIGN’s training and institutional capacity building initiatives. He has served in multiple senior roles in Punjab including Project Director (World Bank-funded Skills Project), DG Kitchi Abadis, and Member P&D Board. He has also led productivity and irrigation projects under the Agriculture Department. Having a degrees of M.Sc., LLB and MBA credentials, Mr. Khattak brings both technical expertise and administrative command to the table.
Dr. Huma Tabassum - Training & Health Systems Consultant
Dr. Tabassum is a versatile public health professional with extensive experience in training, WASH, vector control, and environmental health. She plays a lead role in designing and delivering capacity-building programs at D-SIGN. She has worked with World Bank, Global Fund, JSI, and other development partners, serving as a consultant, trainer and technical writer. Her ability to align global best practices with - local realities makes her a highly effective learning facilitator and systems developer.
Mr. Nasir Baloch - Project Management & Development Trainer
Having a strong foundation in project management and rural development, Mr. Baloch brings practical experience and technical instruction to D-SIGN’s training programs. He holds a master degree in project management and has worked in health economics, MCH, social development and microfinance. His sessions emphasize applied learning, strategic planning and people-centered outcomes. -

Mr. Sultan Mehmood - Senior Advisor Sales & Distribution
Mr. Sultan Mehmood brings over 39 years of extensive experience in sales, operations, and supply chain management. His strategic mindset and leadership in distribution are key to the D-SIGN’s robust sales services. He served as Managing Director and Senior GM at Utility Stores Corporation, overseeing the HR of national-level, procurement, logistics and planning. His comprehensive understanding of retail systems, customer satisfaction, and quality control ensures excellence in D-SIGN’s delivery and client support.
Mr. Z.A. Aqeel - Logistics & Administrative Specialist
Mr. Aqeel is an experienced professional in logistics, administration, and marketing with more than 28 years of dedicated service. His operational expertise support to D-SIGN promoted smooth and timely service delivery. He has served in variety of roles in National TB Program, UNHCR’s IP (Savera Counseling) and State Life Insurance Corporation. He is holding a diploma in Human Rights Education and a degree in Social Sciences. Mr. Aqeel brings both strategic and humanitarian insights to his work.

Mr. Khawaja Shabbir - Internal Audit & Risk Assurance Advisor
Mr. Shabbir is a senior finance and audit professional having over 25 years of experience in internal controls, compliance and financial matters. He ensures D-SIGN’s systems are transparent, accountable and performance-driven. He has worked with KSSL (ZTBL subsidiary), Islamabad Club, USAID (via Abt. Associates), and National TB Control Program. As a Certified Risk Management Assurance (CRMA) expert and former President of the Institute of Internal Auditors (Islamabad). His credentials add credibility and structure to the audit functions of D SIGN.
Mr. Mohsan Atta - Senior Advisor Government Finance & Audit
Mr. Atta is a seasoned auditor and Civil Servant with deep institutional knowledge of Public Financial Management Systems - Pakistan. He supports D-SIGN in strategic financial planning, compliance and governance. He has served as Deputy Auditor General of Pakistan, Director General (Accounts) and Regional Director for the PIFRA Project. Aa a fellow of ICMA and PIPFA, he blends agronomic expertise with financial leadership to ensure transparency and accountability across initiatives.

Mr. Mansoor Waheed - Digital Media & IT Lead
Mr. Waheed is a seasoned IT and media professional with over 14 years of experience across digital content, broadcasting, and marketing. He is leading the digital transformation and communications efforts of D SIGN. His previous affiliations include Fuji Foundation, Al Jazeera English, Capital TV, and Neo News. He is also an associate member of international broadcasting institutions. Mr. Badr Khan - Heritage & Storytelling Lead
Mr. Badr Khan is a renowned actor, playwright and storyteller whose creative energy drives D-SIGN’s cultural and eco-tourism initiatives. He specializes in narrative-based tourism and religious heritage Founder of Barfi Theater Productions. He has performed across Pakistan and India, using live storytelling (Dastan Goi) to promote peace and heritage. He is a strong advocate of interfaith harmony and a leading voice in Sikh pilgrimage tourism including Kartarpur narratives.
Ms. Hina Anwar - Cultural & Museum Development Specialist
Ms. Hina Anwar is a museum designer, anthropologist and cultural expert with 18 years of experience in heritage development and preservation. She plays a key role in shaping the D-SIGN’s cultural tourism and creative outreach programs. She has worked with the Ministry of Culture, Aiwan-e-Quaid, and National Heritage Museum Islamabad earning the “Wonder Woman” award for her contributions.
